A woman saw a dog that was chained to a tree. The dog seemed elated to see her like he hadn’t seen people in a great deal of time. Because the animal appeared to be neglected, the woman returned each day to feed the dog and felt compelled to take the dog to a new home and love it the way it deserved to be loved.
She called animal control and they went and checked on the dog. Because there was a dog house and food and water in the yard, animal control said they could not remove the dog.
